Former Indiana Medicaid Director Brings More Than Two Decades of Medicaid Experience to New Role

DAYTON, Ohio (CARESOURCE) – CareSource, a nonprofit nationally recognized managed care organization with more than 2 million members, announced today it has hired Joe Moser as Vice President, Development. Joe is responsible for leading CareSource’s strategic efforts to expand through new business opportunities, including competitive procurements.

In his role, Joe will oversee the development of growth strategies, manage business development teams and coordinate with key stakeholders to support CareSource’s initiatives across various markets. His work will ensure that CareSource continues to advance its nonprofit mission of improving health outcomes for a wide range of people, including the most vulnerable and those with complex needs.

Joe brings more than two decades of Medicaid experience to his role. Before joining CareSource, Joe served as the director of Indiana Medicaid, a $26 billion agency serving 1.8 million Indiana residents. As director, he led the expansion of Medicaid under the Healthy Indiana Plan 2.0 and introduced a managed care program for aged, blind and disabled residents. His career also includes leadership roles at Medicaid Health Plans of America and Health Management Associates, where he contributed to Medicaid program advancements in multiple states.

A resident of Indianapolis, Joe is committed to community involvement and improving health care access and is active in the Circle City Clubhouse organization, a community-based rehabilitation program for individuals with serious mental illness. He holds a master’s degree from Miami University (OH) and a bachelor’s degree from Marian University (IN).
