Ed Stubbers, Chief Legal Officer

Ed Stubbers is Chief Legal Officer and leads CareSource’s legal, internal audit, compliance and risk, program integrity, policy development and governmental relations efforts. He previously served as CareSource’s General Counsel and Senior Vice President of Legal. 

Ed has a long history leading legal teams responsible for managing complex health care policy and regulatory issues. He previously served in senior legal positions at other health care organizations, including Anthem, where he served as Chief Compliance Officer. For more than 10 years he also served as General Counsel for various Anthem business lines and subsidiaries – specifically Medicare Advantage/Part D, PBM, Behavioral Health and Dental. He also led the legal and compliance teams accountable for Anthem’s Medicaid, Life & Disability, Commercial, ACA, Privacy, Ethics, Mail Order and Specialty Pharmacies.

Stubbers graduated from the University of Cincinnati with a Bachelor of Science degree in Health Planning/Administration and the University of Dayton with a Juris Doctor.  He is a member of the Ohio Bar Association, the Association of Corporate Counsel and the American Health Lawyers Association.
